The good news: none of the Tibet permits can be obtained independently by foreign travelers. They must all be processed through a licensed Tibetan travel agency. Unlike most Chinese tourist visas (which are individual), entry to Tibet for groups visiting sacred areas like Mount Kailash requires a Group Visa issued through the Chinese Embassy in Kathmandu. The Group Visa requires a minimum group size (typically 5 persons for Kailash tours). Individual Chinese tourist visas are NOT accepted for the Kailash area. This is why independent travel to Kailash - without a registered agency - is not possible regardless of travel experience or previous China visits.

The foundational permit for any travel in the Tibet Autonomous Region. The TTP is processed entirely by Tibetan registered travel agencies through the Tibet Tourism Bureau in Lhasa. Foreign nationals cannot apply for this directly. Processing time is approximately 2-3 weeks once the pilgrim's passport documents are submitted. The TTP is valid only for the specific route and dates of the approved tour.

Required for travel in restricted areas of Tibet beyond the standard tourist zone. The Ngari region (where Kailash and Mansarovar are located) is a restricted area. The ATP is obtained on-route during the tour, typically at checkpoints in Saga or Darchen. Your guide carries the group's ATP and presents it at checkpoints.

Required because the Kailash-Mansarovar region is in a border military zone adjacent to Nepal and India. Processed as part of the tour permits package through the Tibetan military administration. Not visible to pilgrims as a separate document - handled by the agency.

Passport scan: Colour scan (front and back), high resolution, full passport information page visible. Passport must be valid for at least 6 months from your intended entry date into Tibet.
Passport photos: 4-6 recent passport-sized photographs (35mm x 45mm), white background, taken within the last 6 months.
Fitness certificate: Issued by a certified medical doctor in your home country, confirming you are physically fit for high-altitude trekking up to 5,630m. Most doctors can issue this with a brief consultation. A general declaration of fitness for strenuous exercise at altitude is typically sufficient.
Travel insurance certificate: Policy document showing coverage for high-altitude trekking above 5,000m and helicopter evacuation. Policy must be active for the entire tour period.
India-specific additional documents (for Indian nationals): Voter ID copy (Aadhaar or similar), PAN card copy. These are required as part of Chinese Embassy processing for Indian passport holders specifically.

2026 note: Due to significantly increased demand in 2026 (Year of the Horse), Chinese Embassy processing times may be longer than in previous years. We strongly recommend initiating the process at least 4 months before your planned departure date, and 6 months for the most-sought-after Saga Dawa Full Moon (May 31, 2026) departure.
Tibet permit denials are rare for legitimate pilgrims traveling through registered agencies. However, the Tibet Autonomous Region can restrict access for political or security reasons with limited notice - this occurred in 2008, 2012 and during the early COVID period.
